Can I use a given amount of quarters for example that equal x amount of oz. so I can calibrate my scales?
1) I can make a weight because I have a lathe and steel to make something exact in approximately the 12 oz to 16 oz range
2) Use a common item (such as 25 cent pieces) to create a calibrating standard.
The automatic postal machine from our local USPS always reads several ounces more than the 4 scales I use. Naturally I would never expect the USPS to be inexact.
This is only for my ebay shipping and not a laboratory standard.

Uncirculated coins make pretty good test weights for your personal home scale. Your drug dealing friends might use them to check each other's scales. Don't trust coins supplied by the person you are buying or selling from. Coins are not legal as a substitute for certified test weights for calibrating commercial or industrial scales. Test weights used by a licensed professional scale technician require periodic certification by your state's department of weights and measures. Commercial scales in most states must meet a .1% tolerance, and the test weights used to calibrate them have a .01% tolerance.
I don't see any mention of tolerance at the US Mint website. An uncirculated US quarter weighs .2 avoirdupois ounce or 5.669905 grams.
